Resumo
A governação ao nível local comporta desafios ao nível da estrutura, organização, participação e colaboração. O presente ensaio tem como objetivo aprofundar tópicos relevantes e explicativos da complexidade da governação ao nível local. Abordaremos questões relacionadas com a estrutura e organização dos sistemas de governação, assim como com a fragmentação, descentralização fiscal e competição. De seguida, é tratada a participação dos cidadãos e a inovação democrática. Por fim, considerando os dilemas sobre colaboração entre instituições dos vários níveis, procuramos compreender os contributos do enquadramento da ação coletiva institucional.
