Resumo
Prestar serviços à sociedade é um processo desafiante para os governos locais, processo esse que comporta riscos. As decisões governamentais vão ditar o sucesso ou insucesso de um serviço entregue aos cidadãos. Essas decisões são influenciadas pelos custos de transação (económicos e políticos) e pelos custos de produção do serviço. Ponderando ambos, os governos decidem qual o mecanismo de governação que vão utilizar para entregar o serviço. O presente ensaio tem como objetivo aprofundar os diferentes tópicos que explicam a complexidade da prestação de serviços, aprofundando a teoria dos custos de transação (económicos e políticos), os modelos de produção de bens e serviços públicos e as características dos serviços.
