Resumo
O presente artigo debruça-se sobre: i) a avaliação de desempenho, fazendo a sua contextualização no panorama sui generis que é a Administração Pública, referência à sua utilidade, aspetos positivos e negativos daí decorrentes, bem como, possíveis estratégias de otimização da sua implementação; ii) responsabilização da ação governativa como proxy da legitimidade democrática (entenda-se representatividade democrática e prestação de contas) percebida pelos cidadãos e eleitores, num período de claro empowerment destes últimos; iii) e, transparência e governo aberto, em resultado das crescentes exigências de envolvimento cívico, confiança e escrutínio do apparatus administrativo.
