Resumo
Este artigo visa introduzir uma maneira de construir um novo instrumento, especialmente uma ferramenta de avaliação da prontidão. Um caso exemplar é a avaliação da prontidão das empresas nacionais para se ligarem a empresas estrangeiras na cadeia de fornecimento global. O destaque deste artigo é o uso de fontes de dados disponíveis - opiniões de especialistas publicadas na grande imprensa para desenvolver critérios de medição. Os métodos para verificar a estabilidade e a precisão do instrumento são introduzidos em detalhes. Para estudos que coletam dados através de questionários, os resultados da pesquisa dependem muito da qualidade da escala. Este trabalho contribui com o conhecimento empírico dos pesquisadores no desenvolvimento de um novo instrumento com alta confiabilidade.
