Abstract
International stability is one of the main prerequisites for economic recovery and state security. This, in turn, is the main objective of the State's foreign policy activities. Considering that the vector of foreign policy is entrusted to the President of the Russian Federation, the authors determined that during the period when V. Putin was elected President of Russia, the vector did not change. The authors reviewed the President's political speeches and briefly formulated their main theses, which allow answering research questions about the reasons and mechanisms of formation of the concept of modern foreign policy in Russia. By analyzing academic sources and journalistic journals that influence the formation of the current political agenda in Europe and the USA, we were able to analyze what has been the response of the international community to its implementation. The formation of modern Russian foreign policy is a series of purposeful actions, based on the system of views and values, which are consistently implemented by the country's leadership.
