Abstract

The paper analyzes prospects for the development of state regulation of the hospitality industry amid a recovery in demand for hospitality services as a result of the lifting of all restrictions due to the COVID-19 pandemic and international sanctions. The study aims to define the main directions in anti-crisis state regulation of the hospitality industry. By means of an analysis of documents and statistics and an expert survey, it is determined that the sphere of hospitality services now finds itself in a crisis, whose resolution depends on effective public administration. The authors believe that to overcome this crisis, it is necessary to clearly distinguish the main sectors of the hospitality industry and their differences from the tourism industry at the legislative level. Separate legal regulation will assist in better identification of industry problems and their causes and in developing special measures to eliminate them. A study of the global and national experience of anti-crisis regulatory measures to restore the hospitality industry suggests that Russia is primarily focused on the adoption of emergency administrative regulations, which are not always geared towards the opinions of business representatives. With consideration of this experience, the authors formulate proposals for the development of state regulation measures to help enterprises in the hospitality industry to overcome the current challenging situation.
